The High Court on Monday issued a rule asking the government to explain as to why treatment of Aminur Rahman, vice-president of Jashore district unit Jubo Dal, in bar fetter and handcuff at a hospital should not be declared illegal.
The HC bench of Justice Mustafa Zaman Islam and Justice Md Atabullah issued the rule after hearing a petition regarding the issue.
The HC also asked the authorities concerned to take necessary steps to ensure proper treatment of Aminur after admitting him at Bangabandhu Sheikh Mujib Medical University (BSMMU) within ten days.
Senior Advocate AJ Mohammad Ali and Barrister Kaisar Kamal stood for the Jubo Dal leader while Deputy Attorney General Tushar Kanti Roy represented the state.
On December 3, the HC fixed Monday for hearing on the writ petition filed by his wife Rahat Ara Khan challenging the treatment to Aminur, a prisoner of Jashore district jail, in bar fetter and handcuffs.
Barrister Kayser Kamal filed the writ petition on behalf of Rahat Ara Khan. The writ petition sought directives to ensure proper treatment of the Jubo Dal leader.
On November 29, a report titled 'Jubo Dal leader being treated on hospital floor in bar fetter and handcuffs was published. A pro-BNP lawyer brought the report to the notice of the High Court.
At that time, the High Court did not pass a suo moto order and asked the concerned to file the matter as a writ petition. In continuation of this, the writ petition was filed.
