Mir Ali Shakir, a Senior Assistant Engineer at Patuakhali LGED, is facing allegations of misconduct, including charges of arbitrariness, violations of the Tender Policy Act, and favoritism toward specific organizations. Accusers claim that Shakir's unethical actions have put multiple projects in the region at risk.
Shakir is accused of trading tender estimates for personal financial gain while disregarding orders and policies from bidding authorities. Despite disputes with local contractors over work allocation and finances, his involvement in tender corruption persists.
Victims who have anonymously reported their grievances to various ministries, the chief engineer of LGED, and other relevant departments say their complaints have gone unanswered. Investigations into these allegations have failed to address Shakir's unethical behavior, which has also extended to mistreatment of office staff.
According to complainants, Shakir consistently awarded work to M. Yunus and Brothers without following proper tender procedures in exchange for financial benefits. Allegedly, he overlooked scrutinizing the organization's documents and issued work orders without accurate tender information. Shakir is also accused of fraudulently awarding contracts to Yunus and
Brothers through LGED. Despite anonymous complaints submitted to the LGED secretary and the Anti-Corruption Commission (ACC), no investigative actions have been taken. As a result, Shakir seems to have gained significant influence within LGED, with the office head neglecting their duties.
In response to these allegations, Mir Ali Shakir has refused to issue an apology under any circumstances.
On July 4, female workers at the field level of the Crip project filed a formal complaint with the chief engineer, accusing Shakir of bribery. The complaint was subsequently investigated by Mostafizur Rahman, the Supervising Engineer of LGED's Barisal Region, on August 24. However, attempts to contact the investigating officer for further details have been unsuccessful, as he has not responded to calls. Patuakhali Executive Engineer Abdul Latif has suggested that certain matters are best discussed in person rather than over the phone.
