Speculation rife over promotions to ACC’s director positions

There are speculations circulating about promotions to the position of director within the Anti-Corruption Commission (ACC). Among deputy directors (DD), speculation abounds regarding who will be promoted and how many. Various individuals are also engaging in lobbying efforts, and there is pressure on the commission to promote favoured candidates within its ranks. However, the commission has unequivocally said that it will not succumb to any external pressure.

Complaints have been raised that some individuals are seeking promotions through financial exchanges, reminiscent of past practices. The Departmental Promotion Committee (DPC-1) meeting was initially scheduled for November 23, but it has been rescheduled to November 28. This delay has prolonged the waiting time for news of the much-anticipated promotions.

The final list, arranged by seniority, comprises 59 deputy directors eligible for promotion to the director's post. According to the list, deputy directors in serials 1-6 belong to the 95 batch, serials 7-21 to the 94 batch, serials 22-33 to the stenotypist batch, and serials 34-59 (excluding two) to the 2011 batch.

According to sources of ACC’s human resources department, there are 49 deputy directors eligible for promotion, as some face departmental cases, and one has been dismissed.

ACC sources reveal that the DPC committee's recommendations are not final, while the commission will make the ultimate decision. Promotion aspirants demand a fair and impartial promotion process.

As per ACC Service Rules (2008), a Deputy Director must have 12 years of service as a First-Class Officer (Grade IX) and at least 3 years in the post of deputy director for promotion to the director's position. Promotion is the first step in director appointments. If no eligible candidate is available, the position may be filled by the appointment of military or civil officers with the rank of deputy secretary of the government through deportation. If eligible officers are not available, a contractual appointment may be made.

According to ACC sources, Golam Faruq, Mohammad Zahirul Huda, SM Shabbir Hasan, Nashir Uddin, Khan Md. Mizanul Islam, and Mohammad Abul Kalam Azad joined the service in December 1995. On January 3, 2007, they were promoted to the post of deputy directors. Notably, Mohammad Abul Kalam Azad will retire on December 31, and Golam Faruq will retire on September 30, 2024.

Joined in May 1994, Rafiquzzaman, Mohammad Ibrahim, Monaem Hossain, Malay Kumar Saha, Talebur Rahman, Abdul Majed, Jahangir Hossain, Abul Hossain, SMM Akhtar Hamid Bhuiyan, Mozahar Ali Sardar, Jalal Uddin Ahmad, Anwarul Haque, and Selina Akhtar were promoted to the posts of deputy directors in March 2012. Subsequently, Syed Tahsinul Haque was promoted to the deputy director in June 2013, Reva Halder in June 2014, Mahbubul Alam in November 2014 and Mahfuza Khatun in January 2015. Notably, Mohammad Ibrahim is set to retire on December 31, 2024.

These officers, initially recruited as inspectors in the second grade through PSC's written and oral examinations, joined the then Anti-Corruption Bureau. They were later promoted to the post of Assistant Director (AD) in the first grade in 2008.

Manzur Alam and Helal Uddin Sharif joined the service in 1987, Rafiqul Islam and Ali Akbar in 1989, Abubakar Siddique in 1984, Dewan Shafiuddin Ahmed in 1985, and Fazlul Haque, Ajay Kumar Saha, Nurul Huda, and Rizia Khatun in 1991. Among them, Manzur Alam, Helal Uddin Sharif, Rafiqul Islam, Abubakar Siddique, and Fazlul Haque were promoted to the post of deputy director in November 2015, and the rest in January 2019. Notably, Abubakar Siddique is set to retire on January 30, 2024, Ali Akbar on February 4, Dewan Shafiuddin Ahmed on April 30, and Ajay Kumar Saha on March 12.

SM Rashedur Reza, who joined the service in 1991, was promoted to the post of deputy director in August 2019, and Abdus Salam Ali Mollah in February 2021. Abdus Salam Ali Mollah is going to retire on December 30.

ASM Sajjad Hossain, Masudur Rahman, Moniruzzaman, Mohammad Mahmudur Rahman, Kamruzzaman, Moshiur Rahman, Farzana Yasmin, Faruq Ahmed, Selina Akhtar Moni, Jahangir Alam, Zakaria, Mostafizur Rahman, Abu Hena Ashiqur Rahman, Nazmul Hasan, Muhammad Moazzem Hossain, Hafizul Islam, Debbrata Mandal, Noor-e-Alam, Najmuchhayadat, Gulshan Anwar Pradhan, Salah Uddin, Mohammad Faisal, Sumitra Sen, and Shawon Mia joined as the first batch of the commission in 2011 as first-class officers (ninth grade). Among them, Mohammad Faisal, Sumitra Sen, and Shawon Mia were promoted to the post of deputy director in February 2021, and the rest in January 2019.

According to ACC sources, 19 people who joined the post of DAD (Deputy Assistant Director) in 2011 were promoted to the post of AD (Assistant Director) in 2019. They will qualify to become DD next January.
