US, UK sign world’s first agreement on AI safety testing

The United Kingdom and the United States have signed the world's first memorandum of understanding on safety testing of artificial intelligence (AI) and sharing capabilities in the area to ensure that possible risks are efficiently addressed, the US Department of Commerce said.

In October 2023, UK Prime Minister Rishi Sunak said the UK would create the world's first institute dedicated to studying AI safety. Later, the United States followed suit and announced the creation of a similar scientific institute.

"The U.S. and UK have today signed a Memorandum of Understanding (MOU) which will see them work together to develop tests for the most advanced AI models, following through on commitments made at the AI Safety Summit last November … The U.S. and UK AI Safety Institutes have laid out plans to build a common approach to AI safety testing and to share their capabilities to ensure these risks can be tackled effectively," the statement published on Monday (1 April) read.

The agreement was signed between US Commerce Secretary Gina Raimondo and UK Technology Secretary Michelle Donelan in Washington, the department added.

"The partnership will see both countries working to align their scientific approaches and working closely to accelerate and rapidly iterate robust suites of evaluations for AI models, systems, and agents," the statement read.

The UK-US agreement became the first bilateral deal in the AI security field and is intended for combining technical knowledge, data and experience to achieve common aims, the statement added.
